Puff Dough

1 cup flour
1 cup water
1 bag cotton balls

Mix flour and water together to make a paste. Roll cotton balls in paste and carefully lift out, allowing excess to drip off. Form into desired shapes on a baking sheet. Bake for 1 hour at 325 degrees F. Can be painted when cool.
