Hot glue and gun or fusible webbing

Fabric glue, or needle and thread

Loosely hem top 1 inch of the leg, using hot glue or fusible webbing. Leave just a small section unhemmed, about 1 inch. Untwist and straighten the hanger. Loop it through the hem to hold leg open. Use fabric glue or needle and thread to attach scraps and buttons wherever desired. Cut bottom of leg into strips.
Cut three small holes at the top and knot three pieces of cord around the hanger. Use cords to hang the windsock.
